Upgrading of technical barriers increases product cost

As the wind vane of global technical regulations, the European Union has always been in the forefront of technical barriers related to children’s products. For example, the toy standard known as “the strictest in history” has been formally implemented, and the impact on China’s children’s products export industry is gradually emerging. Since the beginning of this year, the European Union has updated a number of technical regulations, such as the revised toy standard en71-1 in April, which comprehensively strengthens the physical and mechanical requirements of products. In June, the European Union successively issued directives 2014 / 79 / EU and 2014 / 81 / EU, which include bisphenol A, tris (2-chloroethyl) phosphate (TCEP), tris (2-chloropropyl) phosphate (TCPP) and tris (1-chloropropyl) phosphate, 3-dichloro-2-propyl) ester (tdcp) and other three flame retardants are included in the scope of restriction. In addition, the lead content of consumer goods that are easy to contact with children will also be limited.

Children’s products are important export products of our country, most of which are labor-intensive industries. Only in Ningbo area, there are more than 600 production enterprises, with an annual export value of more than 500 million US dollars. As the world’s largest exporter, China will suffer from international trade frictions for a long time

First of all, we should improve the awareness of quality and safety to “Self-protection”. Actively seek technical and policy help from inspection and quarantine, industry associations and other departments to reasonably avoid risks. Strictly review the safety of product design and other aspects, find out problems in advance, design the export according to the foreign order, do not blindly meet the customer’s requirements, strengthen communication in view of the defects in the foreign design, or the flour and auxiliary materials with inconsistent strength and other physical indicators specified by the customer for cost consideration, and make provisions on the conformity of product design in the contract, so as to safeguard their legitimate interests.

Secondly, we should actively deal with technical barriers to “self-improvement”. It is necessary to timely grasp the corresponding technical regulations on technology, quality, safety, environmental protection, packaging and labeling in export market, accurately grasp the design risks, strengthen the monitoring of product details such as label information, packaging materials and appearance hygiene, and timely pay attention to the EU notification information, so as to dynamically grasp the hot spots in the market. At the same time, it is necessary to strengthen the training of personnel in key positions such as design and quality inspection, constantly improve the quality management system, and ensure the product quality from the source in combination with technical progress.

At the same time, we need to improve the quality control ability to “self-discipline”. Strictly control the quality and safety of raw and auxiliary materials, and do not blindly use inferior raw materials or reduce the production process standards in order to reduce the cost, shorten the construction period and other reasons. We should strengthen the quality control of finished products by improving our own testing ability and entrusting a third-party testing agency, and scientifically determine the testing items of products according to the relevant laws and regulations of the importing country or region, the composition of raw materials, the production process, the use and market positioning of products, the buyer’s requirements and other factors.
